Proposals now open for Options and Design Analysis for a Potential Philanthropic Data & AI Fund Request for Services.
Paul Ramsay Foundation (PRF) is seeking proposals from experienced consultants to explore and advise on the feasibility and design of a potential Philanthropic Data & AI Fund. This fund would help shape how data and artificial intelligence (AI) can be harnessed for social good, ensuring people and communities facing disadvantage benefit.
AI is rapidly changing how services are delivered and accessed, with the potential to improve learning, economic empowerment, and support for those most in need. However, it also risks worsening inequality, digital exclusion, and bias, especially if market forces alone dictate its use. We recognise the not-for-profit sector often lacks the resources and capacity to adopt emerging technologies, and see the potential of philanthropy to play a catalytic role to support AI adoption.
PRF is looking to leverage its own significant investment to unlock additional funding and create a fund with multiple streams. We're not fixed on the format of the fund and invite proposals to recommend what the fund should focus on, how it could be structured, and how it should be delivered for maximum impact.
What we're looking for:
- Consultants or teams with deep expertise in data, AI, and social-sector fund design.
- Practical experience connecting with philanthropy, tech, government, and not-for-profit organisations.
- An approach that includes research, stakeholder and co-funder consultation, and regular engagement with PRF.
Scope includes:
- Assessing the most impactful focus areas for investment, such as direct-benefit AI tools for individuals and communities, sector-wide infrastructure, R&D and impact research, and innovative models like challenges or prizes.
- Analysing the best funding models—open grants, pooled funds, hybrid approaches, and more.
- Presenting a clear set of options and supporting PRF through workshops and reporting.

- Responses are due by 5pm AEST, 25 September 2026
- Contract period: September to December 2026
- Budget: $50,000–$75,000 (ex GST), inclusive of expenses

- Disclose any AI use in proposal preparation.
- Selection criteria will include: Understanding of disadvantage and inclusive practice, technical skills and knowledge to successfully deliver the required services, and value for money.
The selected consultant will help PRF map the options, test feasibility, and recommend how philanthropic capital can best be leveraged in this critical area.
